A DIFC crypto business is authorised for financial services, not for “crypto” as a standalone activity. The cost therefore depends on the DFSA permissions, the firm’s prudential category, the token-related requirements and the operating model.

This page consolidates Ape Law’s earlier DIFC licence, DFSA regulation, Innovation Hub and FinTech pages. It was checked against the [DFSA Crypto Token framework](https://www.dfsa.ae/crypto) and [DFSA rulebook](https://dfsaen.thomsonreuters.com/) on 22 September 2026.

## When Is DFSA Authorisation Relevant?

The DFSA explains that using a Crypto Token does not by itself constitute a Financial Service. The applicant must identify the underlying activity. Examples can include dealing, arranging, managing assets, advising, custody or operating market infrastructure.

An existing authorised firm may need a variation of permission. A new firm normally begins with a readiness enquiry through DFSA Connect. The exact route depends on activities, customers, products and risk.

## What Makes Up the Cost?

| Layer | Questions to answer |
| --- | --- |
| DFSA application | Which Financial Services and endorsements are requested? |
| DIFC entity | Which legal form, registration and premises are required? |
| Regulatory capital | Which prudential category and expenditure assumptions apply? |
| Key people | Which authorised individuals, compliance, finance and risk roles are needed? |
| Token work | Does the product involve a Crypto Token, Security Token or another instrument? |
| Operating controls | What custody, AML/CFT, conduct, technology and outsourcing controls are required? |
| Ongoing cost | What annual fees, audit, reporting and supervision follow? |

The current DFSA fee rules should be used for the financial model. Consultation papers, old fee tables and Innovation Testing Licence material should not be treated as current quotes.

## How Did the Framework Change in 2026?

The DFSA states that its updated Crypto Token framework came into force on 12 January 2026. The current framework and FAQs should therefore control over older articles that describe a fixed list of recognised tokens or superseded application steps.

That update does not make every token activity permissible. The analysis still begins with the Financial Service, token characteristics, client type and restrictions in the current rulebook.

## Is the Innovation Route a Substitute for Authorisation?

No. An innovation programme or testing route has a defined purpose and eligibility criteria. It should not be marketed as a shortcut to a full operating permission. Confirm whether the route is open, what activity can be tested, which customers can participate and what happens when testing ends.

## What Should the Budget Include Beyond Fees?

Budget for senior management, compliance and MLRO capacity; capital; office and substance; audit; legal and regulatory work; cybersecurity; custody and wallet controls; transaction monitoring; insurance; banking; data and outsourcing governance; and ongoing reporting.

A meaningful quote separates regulator fees, entity costs, capital and operating expenditure. It also states which assumptions would increase the scope.

## What Is the Best Preparation Sequence?

1. Map the product, customers, token and money flows.
2. Identify each Financial Service and token classification issue.
3. Test the proposed client and distribution model.
4. Select the entity and permission together.
5. Build the people, capital, systems and control budget.
6. Confirm the current process with the DFSA before relying on a timeline.
