# What AI and blockchain rules apply to your UAE business?

An AI feature does not create one universal UAE “AI licence”. Start with what the business does, where it operates, whose data it handles and whether it performs a regulated virtual-asset or financial service. A system used by a licensed firm may fall within that firm’s governance, outsourcing, cybersecurity and data-protection duties. The applicable rule depends on the firm and activity.

## Which regulator should you check?

- **Dubai outside DIFC:** map the proposed virtual-asset service against [VARA’s activity rulebooks](https://rulebooks.vara.ae/). VARA’s [prohibited-assets provision](https://rulebooks.vara.ae/rulebook/b-prohibited-virtual-assets) addresses anonymity-enhanced cryptocurrencies within its remit. It does not establish that every privacy token is banned in every UAE jurisdiction.
- **DIFC:** assess the activity under the DFSA framework. From 12 January 2026, the DFSA no longer publishes a prescribed list of Recognised Crypto Tokens; authorised firms make documented suitability assessments under the revised framework.
- **ADGM:** check the FSRA’s [digital-assets framework](https://www.adgm.com/business-areas/digital-assets) and the permissions for the actual service. A technology label is not a substitute for activity classification.
- **Federal law:** AML/CFT and data-protection duties may also apply. Do not assume a regulator’s technology rulebook replaces those laws.

## What should an AI-enabled operator document?

Record the model’s purpose, data sources, access rights, testing, human oversight, incident response and the decisions it influences. Treat this as a practical governance file. The exact legal obligations come from the applicable licence, rulebook and law, not from a blanket requirement that every AI model be registered on a blockchain.

For a VARA-licensed VASP, the [Technology and Information Rulebook](https://rulebooks.vara.ae/entiresection/180) addresses cybersecurity policies, governance and testing. Its [material cyber-event rule](https://rulebooks.vara.ae/rulebook/k-notification-vara) requires notice as soon as reasonably practicable and no later than 72 hours after detection. Personal-data incident notices have a separate trigger and sequence; “every breach must be reported to VARA in 24 hours” is not the rule.

## What should you check before launch?

1. Draw the product and money flows; identify the entity providing each service.
2. Map each service to the jurisdiction and permission it may require.
3. Identify personal and client data, vendors and incident-reporting channels.
4. Test the model’s outputs and escalation path against the firm’s actual compliance duties.
5. Have the resulting scope checked against the current rulebook before relying on it.
